On 9 April 2020, the UNHCR Regional Office for Europe, published a document entitled “Practical Recommendations and Good Practice to Address Protection Concerns in the Context of the COVID-19 Pandemic”.
The document builds on the practices of developing countries in Europe and beyond, as well as UNHCR’s operational experience in managing the influx of asylum seekers and refugees in complex emergencies, including epidemics.
The document covers topics related to securing access to territory while protecting public health, continuing basic registration and documentation, preventing transmission of viruses in the context of reception and detention, managing asylum procedures and backlogs, adjustments to ensure due process, and community engagement including risk education.
